القسم الإعلامي – المجلس الكندي السوري بيان حول اجتماع دائرة شؤون الاستثمار
عُقد يوم الثلاثاء الموافق 28 أبريل 2026 اجتماعٌ لدائرة شؤون الاستثمار في المجلس الكندي السوري، وذلك لانتخاب مدير للدائرة ونائبٍ له، بحضور المهندس نورس طيفور عضو مجلس الإدارة، إلى جانب المرشحين لمنصبي المدير ونائبه السيدين ماهر العاني وبراء فتال، وبمشاركة عدد من أعضاء المجلس: عمرو برغلي، قصي الرفاعي، فراس طه، محمود عيسى، وباسل شيط.
استُهل الاجتماع بعرضٍ قدّمه السيد قصي الرفاعي، تناول فيه تطورات الوضع الاقتصادي في سوريا، والتحديات والفرص المتاحة، إضافةً إلى العلاقة مع التشريعات الضريبية، وأشار إلى النقص في الجهود الإحصائية اللازمة لدعم العاملين في القطاع الاقتصادي.
عقب ذلك، قدّم السيد براء فتال رؤيته لآلية عمل الدائرة، مؤكداً على دورها الحيوي في دعم المستثمرين من خلال تقديم الاستشارات وبناء العلاقات التي تسهّل أعمالهم. كما طرح مقترحاً لتوسيع دور الدائرة ليشمل العمل كمشغّل استثماري، عبر تبنّي الفرص الاستثمارية وإعداد دراسات جدوى متكاملة لها، ومن ثم عرضها على أعضاء المجلس الراغبين بالمشاركة كشركاء، مع تشكيل لجان تأسيسية من المهتمين للإشراف على تنفيذ المشاريع، مع الحفاظ على دور رقابي واستشاري للدائرة.
من جانبه، قدّم السيد ماهر العاني نموذجاً استراتيجياً شاملاً لتطوير عمل الدائرة والمجلس بشكل عام، ركّز فيه على أهمية امتلاك قاعدة بيانات متكاملة حول الخريطة الاستثمارية في سوريا، والعمل بالتعاون مع بقية دوائر المجلس على الترويج لها لدى المستثمرين السوريين في كندا، وكذلك المؤسسات الكندية المهتمة بالاستثمار في سوريا.
وفي ختام العروض، جرى تقييم المرشحين من قبل الحضور بطريقة سرية، حيث حصل السيد براء فتال على مجموع 48 نقطة، فيما حصل السيد ماهر العاني على 46 نقطة. وأجمع الحاضرون على تكامل الرؤيتين لما تحملانه من قيمة مضافة تسهم في تطوير أداء الدائرة وتعزيز دور المجلس، بما ينعكس إيجاباً على أعضاء المجلس من خلال إتاحة فرص استثمارية مدروسة، والتعاون مع شركاء يتمتعون بالكفاءة والنزاهة.
كما تم الاتفاق على انضمام كل من السيد فراس طه والسيد باسل شيط إلى دائرة شؤون الاستثمار، مما يعزز تنوع الخبرات داخل الدائرة، التي أصبحت تضم مديراً ونائباً وأربعة أعضاء، بالإضافة إلى ممثل عن مجلس الإدارة.
وتؤكد الدائرة التزامها بالعمل على رفع كفاءة أدائها وتقديم أفضل الخدمات الاستثمارية لأعضاء المجلس، كما تدعو جميع الأعضاء إلى التواصل معها والمساهمة بأفكارهم ومبادراتهم الاستثمارية، بما يسهم في تحقيق الفائدة المشتركة ودعم مسيرة التنمية وإعادة الإعمار في سوريا.

Media Department – Canadian Syrian Board Statement on the Investment Affairs Department Meeting
On Tuesday, April 28, 2026, the Investment Affairs Department of the Canadian Syrian Board held a meeting to elect a Director and a Deputy Director. The meeting was attended by Eng. Nawras Tayfour, a member of the Board of Directors, along with the candidates for both positions, Mr. Maher Al-Ani and Mr. Baraa Fattal. Several board members also participated, including Amr Barghali, Qusai Al-Rifai, Firas Taha, Mahmoud Issa, and Basel Sheet.
The meeting commenced with a presentation by Mr. Qusai Al-Rifai, who outlined recent developments in Syria’s economic landscape, highlighting key challenges and opportunities, as well as the implications of current tax regulations. He also pointed to the lack of adequate statistical efforts necessary to effectively support stakeholders in the economic sector.
Mr. Baraa Fattal then presented his vision for the Department’s operational framework, emphasizing its vital role in supporting investors through advisory services and by building networks that facilitate business activities. He further proposed expanding the Department’s mandate to act as an investment operator by identifying investment opportunities, developing comprehensive feasibility studies, and presenting them to interested board members as potential partners. This approach would include forming dedicated founding committees to oversee project implementation, while maintaining the Department’s supervisory and advisory role.
In turn, Mr. Maher Al-Ani introduced a comprehensive strategic model for advancing both the Department and the Board overall. His proposal focused on the importance of establishing a robust and integrated database mapping investment opportunities across Syria, and on collaborating with other Board departments to promote these opportunities to Syrian investors in Canada, as well as to Canadian institutions interested in investing in Syria.
At the conclusion of the presentations, the candidates were evaluated through a confidential voting process. Mr. Baraa Fattal received a total of 48 points, while Mr. Maher Al-Ani received 46 points. The attendees unanimously agreed that both visions are complementary and provide significant added value in strengthening the Department’s performance and enhancing the Board’s overall role. This will positively impact members by offering well-structured investment opportunities and enabling collaboration with qualified and trustworthy partners.
It was also agreed that Mr. Firas Taha and Mr. Basel Sheet would join the Investment Affairs Department, further strengthening the diversity of expertise within the team. The Department now consists of a Director, a Deputy Director, four members, and a representative from the Board of Directors.
The Department reaffirms its commitment to enhancing its performance and delivering high-quality investment services to Board members. It also invites all members to engage actively with the Department and contribute their ideas and investment initiatives, supporting mutual benefit and contributing to Syria’s development and reconstruction efforts.
